Titel: On-load tap-changers (OLTCs) on the Great Belt HVDC connection

Beskrivelse: The task is to purchase and install vacuum diverter switch inserts for the on-load tap-changers (OLTCs) on the converter transformers on the Great Belt HVDC connection. The vacuum diverter switches are to replace the existing diverter switches that utilize conventional technology for the switching process in an oil filled chamber. The Great Belt HVDC connection is a vital link between the east and west part of Denmark. The link includes 2x3+1 converter transformers with OLTCs. We want to purchase eight vacuum diverter switch inserts for the OLTCs, seven of which are to be installed in the existing OLTCs and one of which will be kept as a spare. Currently the transformers are equipped with MR R II 1202 – 72.5/C-12221WS oil OLTCs, which are to be replaced with vacuum technology to improve the performance and reduce the maintenance costs. The diverter switch inserts must be compatible with the existing OLTCs.

Energinet shall follow the procedure in Section 4 of the Act on the Board of Appeal (Consolidated Act No 593 of 2.6.2016 on the Public Procurement Board of Appeal, available at: www.retsinformation.dk). Thus, the intended contract will not be concluded before the expiry of 10 calendar days with effect from the day following the date of publication of this notice, cf. Anden begrundelse: The task is to buy and install new diverter-switch-inserts(DSI) for the on-load-tap-changers (OLTCs) installed in the single-phased 400/164kV converter transformers with two secondary windings belonging to the Great-Belt HVDC-link . These transformers are specially designed and used exclusively in conjunction with HVDC plants, which makes them extremely rare, even when compared to other 400kV transformers. Energinet Eltransmission A/S has been in dialogue with Reinhausen who has designed and built the existing OLTCs for these transformers and part of their business model is to offer retrofit solutions, where they replace old DSIs (the main wear part) with new ones that are designed to be installed directly in the remaining part of the OLTCs on the converter transformer, Reinhausen is the OEM and has therefore an in-depth knowledge which means Energinet Eltransmission A/S directly minimizes the risk of breakdowns and subsequent failures on some of our most critical components. Furthermore, it is estimated that another supplier would have to develop something from scratch to fit into the existing OLTCs as it is not possible to use elements of other labels to replace the existing diverter. And the economic value of the contract will not be able to measure up to the development costs of being able to fulfill the contract. In addition, it is specified that Energinet Eltransmission A/S wants DSIs that utilize vacuum technology, as this is today the standard and even cheaper to purchase compared to oil technology.
